About SCMAP
WHAT IS SCMAP ?
Distribution management, a major component of logistics and supply chain management, was one field where competitive edges were being sought by manufacturing and trading firms, since the 1980s, as opportunities in production efficiency and product quality had become scarce.
Supply chain management (SCM) has since become recognized as the wider field, of which distribution management is but one significant part, where competition is now taking place. SCM presents many opportunities for better customer service, cost reduction, lower inventories and closer collaboration with upstream and downstream business partners and service providers.
As a cost, distribution is the major input to supply chain costs and typically represents between 5% and 10% of sales value in the Philippine setting. Inventories can reach levels of up to 25% of annual sales value or more. Many companies are just beginning to look into the measurement of customer service.
Supply Chain Management Association of the Philippines (SCMAP) is the new name of the Distribution Management Association of the Philippines (DMAP), a professional organization formed in 1990 by a group of companies operating in the Philippines with an original mission to achieve effective distribution of products and materials. Since then the organization has grown in membership, expanded its mission, and allowed membership for individuals with a keen interest and involvement in SCM.
SCMAP’s mission is taken from the mission of the US-based Council of Supply Chain Management Professionals (CSCMP), but modified to include advocacies
The mission is two-fold.
- To lead the evolving supply chain management profession in the Philippines by developing, advancing, and disseminating supply chain knowledge and research in the Philippines, and also
- To advocate government policies, rules, legislation and private sector activities that improve supply chain management processes
SCMAP aims :
- To provide opportunities for supply chain professionals to communicate in order to develop and improve their SCM skills
- To identify and conduct research and surveys which adds to the knowledge base of supply chain theory and practice
- To create awareness of the significance of supply chain to business and to the economy
SCMAP promotes the SCM profession by providing seminars, conferences, forums and training, by active representation in government activities relevant to SCM processes, and by encouraging active sharing of ideas among members, while keeping the organization highly professional, ethical and technically competent.
WHO MAY BECOME MEMBERS OF SCMAP ?
There are two kinds of membership, corporate membership and individual membership.
Any corporation or partnership operating in the Philippines interested in improving its supply chain management processes may apply for corporate membership. This includes
- Companies involved in supply activities, or in distribution activities, or both, as owners of finished goods, materials or other items, and it may use its own supply or distribution facilities or service providers in doing so.
- Companies or partnerships whose principal business is providing logistics service, or other logistics support activities, such as supply of equipment and software, may be allowed to become members under certain conditions.
Any individual with experience and keen interest in distribution management, or in related areas in SCM, may apply for individual membership.
The following are currently excluded from SCMAP membership :
- Companies or partnerships who are operating under a monopolistic or cartel environment, or are in conflict with the majority of SCMAP corporate members, insofar as the advocacies of SCMAP are concerned
- Companies or partnerships with affiliation in excluded companies.
- Individuals with affiliation in excluded companies
- Individuals who, in the past or present, have espoused or advocated ideas and activities opposed to or detrimental to those advocated by DMAP / SCMAP.
Corporate members and individual members receive the following direct benefits :
- Free attendance in 6 general membership meetings per year, where current issues are discussed and, usually, a forum or product presentation is conducted, plus copy of minutes and relevant papers.
- Priority registration and discount of around 20% in SCMAP seminars, forums, conferences for all employees of member companies, and for individual members
- Updates and advisories on current issues and relevant information on sea transport, land transport, warehousing, technology, etc., by fax, email, courier or mail
Less tangible but definitely worthwhile membership benefits include :
- Representation in government’s formulation of policies and regulations and in public hearings on rate increases or other issues
- Opportunities for exchange of up-to-date information on industry practices, trends, events and developments, by participating in surveys, bench marking projects and informal exchange with counterparts in other companies
- Opportunities for training in the form of SCMAP seminars, forums, conferences
- Access to SCMAP’s roster of representatives and contacts in industry, technology, government and the academe.
Benefits to Company Operations. Over the years, member companies have greatly benefited from successful efforts by SCMAP at reducing, containing and postponing logistics cost increases. Cost avoidance benefits to the current members run in the hundreds of millions of pesos. SCMAP initiatives also helped prevent disadvantageous regulations and impositions, such as total truck ban in the expressways, odd-even traffic scheme, valuation surcharge in shipping, shipping deregulation provisions unfair to cargo owners, and the implementation of a disadvantageous executive order on ports cargo handling. SCMAP has also encouraged government to promote RORO transport.
MEMBERSHIP REQUIREMENTS
Applicants for corporate membership must complete and submit the following :
- Company or partnership membership form, with photograph of official representative
- A brief company or partnership profile.
- A copy of page 1 of SEC registration
Applicants for individual membership need only to submit an individual application form.
If the application is approved, the company must :
- Attend an orientation session
- Attend one SCMAP activity, such as a general membership meeting, seminar, or conference.
- Pay a one-time corporate membership fee of P8,400 (VAT inclusive), or an individual membership fee of P4,000 (VAT inclusive)
- Pay corporate annual dues of P8,400 (VAT inclusive), or individual annual dues of P4,000 (VAT inclusive), or a pro-rated amount during the first calendar year.
A corporate member exercises its membership through one official representative, and one or more alternate representatives. Participation includes the following:
- Representatives are committed to participate and interact in all DMAP activities, including surveys and committee work.
- All communications, including payments, are channeled through the official representative. The official rep ensures that his company’s account is settled promptly.
- All other company employees may attend seminars, forums, conferences, and other activities.
- The official representative is eligible to be elected as Director and Officer. The official representative of a logistics provider is eligible to be elected as Director under certain conditions.
An individual member participates directly as also described above. Individual members are not eligible to be elected as Director or Officer, and have no right to vote.
HOW SCMAP IS RUN
The association is run by a 10-person Board of Directors, and 6 Committee Chairs, annually elected by the general membership. The 10 directors elect among themselves a president, vice-president, secretary, treasurer, auditor and public relations officer. These directors and officers have a one-year term of office. The activities are implemented by 9 standing committees on sea transport, land transport and air transport, warehousing, procurement, academe relations, membership, ways and means, and finance.. The by-laws provide for the establishment of chapters in Visayas and Mindanao.
