Customer Service
Today we quote again from “Logistics, Rules of Thumb, Facts & Definitions”, a handy desktop reference for logistics and supply chain professionals, compiled from various sources by Dick Morreale and Bob Elliott. Today we have selected from another of the twelve chapters of logistics and supply chain information, that on Customer Service. - Transportation Management Seminar. SCMAP will push through with its Transportation Management Seminar. This will be in the first half of December. It will utilize the skills of SCMAP present and past presidents Dennis Llovido, Ike Castillo and Cora Curay as facilitators. Details will be released asap.
Hanging Issues
The issues that we said last time would be left hanging as the year ends, will likely stay hanging. I have only removed the terrorist threats. Not that there are no more, but that the terror threats have lessened. The rest are:
- Trucking rates. This pertains to INHTA’s proposal to raise rates on December 1 by +2.3% due to the increase in minimum wage.. SCMAP has yet to respond.
- SLEX toll fees. This pertains to a +250% increase in SLEX toll fees granted by the TRB and confirmed by the Supreme Court. This has not been implemented..
- Imposition of 12% VAT on toll fees, also not yet implemented.
- Increase in cargo handling fees announced by PCASO

Year End Activities 2010
SCMAP will wind up the year with the following activities
- November GMM and Election. This is scheduled for November 18, 2010. The most important part of this general membership meeting is the election of 2011 officials. To be elected are ten directors and nine committee chairpersons. The ten directors will elect among themselves the five officers of SCMAP, namely the president, vice president, secretary, treasurer, auditor and public relations officer.
The committees whose chairpersons will be elected are sea transport, land & air transport, warehousing, inbound logistics, special projects, academe activities, membership, finance, and ways & means.
Eligible to be voted as directors are the official reps of the member companies. Each company is allowed to vote one set of 19 officials
- Christmas Fellowship. SCMAP takes a break from work pressures to celebrate Christmas on December 3, 2010.
- Logistics Outsourcing Seminar. SCMAP is announcing that this seminar will not push through on November 12, 2010 as a consequence of low registration due to late announcement. The seminar will be scheduled next year
- Transportation Management Seminar. Instead of the above, SCMAP will push through with its Transportation Management Seminar. This will be in the first half of December. It will utilize the skills of SCMAP present and past presidents Dennis Llovido, Ike Castillo and Cora Curay as facilitators.
- DLSU-SCMAP Module 3. This module is also being re-scheduled due to low registration.
Hanging Issues
As the year 2010 ends with mixed levels of optimism and pessimism, certain issues remain. These are mostly cost issues plus the recent rise of terrorism to the forefront.
- Trucking Rates. SCMAP has received a letter from PLSA passing on a letter they received from INHTA proposing a +2.3% rate increase due to the increase in minimum wage last July 1. SCMAP has yet to respond.
- SLEX toll fees. This pertains to a +250% increase in SLEX toll fees granted by the TRB.
- Imposition of 12% VAT on toll fees
- Increase in cargo handling fees. PCASO also recently announced its intention to increase cargo handling fees
- Terror Threats.
The two inter-linked issues of SLEX toll fee increase and VAT imposition on all toll fees have been mentioned in connection with the government’s revenue shortfall.
From the pronouncements of the government, the two impositions are expected to raise more than P1 billion a year. Thus the reason for the impositions appears to be the large budget deficit. Shortfalls arising from the inefficiency of the government’s revenue collection systems are becoming the reason that industry has to suffer increased cost. Depletion of the government coffers thru questionable spending by the previous administration is causing a need for new sources of government revenue.
Users of the road infrastructure already pay a road user’s tax. The expressway tolls are seen by some legislators to already be a form of tax for the use of the tollways. To impose a VAT on the toll fee itself would be multiple taxation.
In the case of the SLEX toll fee, the government must find other sources to compensate the investors in the infrastructure, instead of asking the public and cargo owners to pay.

Tribute to Gerry Ong
Last week, on October 20, our friend and colleague Herman (Gerry) Ong passed away after a long bout with leukemia. He is survived by his wife Teresita and lone child Techie, plus three grandchildren via a niece. Gerry was 67 years old.
Gerry served as a director of DMAP/SCMAP for twelve years from 1998 to 2009. He also served in the position of Auditor and also Treasurer. In addition he attended to all ports related activities for DMAP/SCMAP. Professionally, Gerry had a long career mainly with Cheng Ban Yek (“Order ni Mrs.”), in the area of logistics. His last position was logistics manager. Gerry represented Cheng Ban Yek, in SCMAP first as alternate, then as official representative. Gerry also represented Cheng Ban Yek in PISM and other organizations and agencies.
Gerry’s death is the second death of a key SCMAP official. In March 2009 past President Jun Gabrino was the first, succumbing to an ailment of the pancreas. In addition, utility man (bookkeeper, collector, messenger, overall utility) Dave Concepcion suffered a heart attack in December 20007 while on duty.
New GMM Format
SCMAP’s GMM last week, the fifth and second to the last this year, was the second time it was held at a member’s site. In June 2009 Nestle Phils. hosted the GMM at its Meycauayan warehouse. DHL Supply Chain hosted the activity last Oct. 21 at its Watsons Bicutan site. Ms. Olive Ramos, DHL Supply Chain Country Manager, welcomed the group of over 40 attendees and led DHL presentations of best practices. This was followed by a tour of the facility.
The GMM also included special presentations on
- “Logistics Correspondence to Environment” by Lito Nepomuceno of Integrated Commissary Center, Inc.
- “Termite and General Pest Control and Treatment Programs for Warehouses and Manufacturing Plants”, by SSI Group (JTC Pallet)
DHL distributed giveaways at the end. SCMAP distributed giveaways donated by RFM and Eastern Communications

More on SCMAP’s 2010 Conference
The success of the 2010 SCMAP conference is mirrored in the attendance and the number of the exhibit booths. There were a total of 316 participants, more than last year, and this number does not include the personnel of the sponsors who manned their booths. There were a total of 40+ exhibit booths, higher than last year’s record.
In terms of ratings by the participants, here they are on a scale of 1 (needs improvement) to 5 (outstanding)

Post-Conference Report: CSCMP Annual Global Conference
The US based CSCMP (Council of Supply Chain Management Professionals) reported on its annual global conference held last week in San Diego. Attendance was more than 3,100 logistics and supply chain professionals from 41 countries. There were around 120 seminars in 23 tracks. There was also a “Supply Chain of the Future” trade show. Attendance represented a rebound from some years of declining attendance.
A rough comparison with SCMAP’s conference indicates that the scale of CSCMP’s conference is about 10 times SCMAP’s conference (attendance 3,100 vs. 316, technical sessions ca 120 vs. 15). The CSCMP conference does not include any exhibit booths by sponsor companies.
Oldies Get Together
A handful of past DMAP/SCMAP officers and directors got together last Friday October 8 at the C2 Classic Cuiisine on the sixth floor of Shangri-La Mall in Mandaluyong. The past officers who were able to make it date back to 1994. They were Norman Adriano (retired), Vivian Lim (retired), Dodong Noval (formerly P&G, now with ADSIA), Elsie Oafallas (retired), Ana Rose Ochoa (retired), Dindo Rellosa (formerly Prodigy, now with IDS) and Chuck Rojo (formerly Colgate, now with Del Monte.
I am not sure if those “retired” are really retired or in between jobs. Jody Gadia (formerly URC) was supposed to be there but was suddenly called to a meeting. Likewise I had a conflict.
SCMAP Newsbits
October GMM. SCMAP’s 5th GMM of the year will be held on October 21, tentatively scheduled at a warehouse site of one of the members.
Certified Logistics Masters Program. Development of the program is in full swing in cooperation with PCCI, and under the guidance of JETRO. The program is targeted to run its first session early next year. It will be preceded by a run of Logistics 101 for SMEs around the country, in Pangasinan, Metro Manila, Laguna, Cebu, Cagayan de Oro and Davao. An information kit is being prepared on the CLMP.
JEXSA. JEXSA’s last support activity for 2010 will take place in the last week of October. As in the past Mr. Michiro Sakai will be meeting with companies receiving assistance. Two SCMAP member companies are included.
Seminars. SCMAP seminars targeted for the rest of 2010 are Transportation Management and Logistics Outsourcing..

A handy book called “Logistics, Rules of Thumb, Facts & Definitions” has been serving as a desktop reference for logistics and supply chain professionals for years. The version I have is the 5th edition and dates back to 2002, but many of the entries remain valid.
Contents of the book have been compiled from various sources by Dick Morreale and Bob Elliott. There are twelve chapters of logistics and supply chain information. I have selected six items from the chapter on Inventory as examples.

A broader view of inventory turns – The turns of the typical total pipeline inventory, from Mother Earth to the ultimate consumer, are about one year, and that’s what counts. Unfortunately many programs simply move inventory to somebody else in the supply chain, and that “solution” is not going to change your fundamental competitive position.

Each weekend, I gathered the major chains’ sales brochures. I then went to the stores to see how many of the items on sales were actually in stock. Just about every retailer failed my test – some miserably. For any given sale flyer, an average of about 25% of the items were not in stock on the day the sale started. Retailers are losing too many sales simple because they are unable to have right merchandise available when it is needed.

A sophisticated inventory system, including demand forecasting and suggested replenishment, will reduce inventory levels by one-fifth if the implementation team has achieved similar results elsewhere.

Carrying costs are the expenses associated with holding goods in storage (inventory at rest). These costs totaled $377 billion in 2000. That represented 3.7% of GNP. The three components of carrying cost wre:

- $204 billion for taxes, obsolescence, depreciation and insurance

2010 CSCMP Conference
The annual global conference of the CSCMP is scheduled for Sept. 26 – 29, 2010 in San Diego. This is right after the SCMAP annual supply chain conference. CSCMP is the Council of Supply Chain Management Professionals, the largest organization of SCM practitioners in the world, numbering in the vicinity of 9,000. New Faces at the Helm
President Noynoy’s appointees at the Transport positions are most welcome.
Jose ‘Ping’ de Jesus at DOTC Secretary was Secretary at DPWH during President Cory’s term. I remember him most for being the one who converted EDSA into a through street, For the first time, one could travel the length of EDSA from Magallanes to North Avenue without encountering a traffic light. It felt like riding a roller coaster traveling that length, but that was two decades ago. Today we are all used to that.
Atty. Juan ‘Boy’ Sta. Ana is back in the PPA as its General Manager. In his earlier stint at the PPA in the late 1980s, during President Cory’s term, to the mid-1990s, he was port district manager of Manila and also assistant general manager for operations. In 1995 he joined the FF Cruz group of companies.
At the MARINA, Emerson Lorenzo has been appointed as Administrator. As a career official IN MARINA, Emerson Lorenzo worked many years at MARINA in different posts, including posts at the Maritime Safety Office, the Shipyard Regulations Office and the Domestic Shipping Office.
All of the above appointments sit well with SCMAP officials.
Honor Roll Nominees
Over the years, from the founding of DMAP in 1989 up to the present, DMAP/SCMAP has benefited from actions / assistance / encouragement from certain outsider personalities. For sometime now, I have been playing with the idea of recognizing the contributions of these outsider personalities. “Outsider personalities” would include personalities who are / were never a representative from a member company.
Initially, I have come up with the following short list of nominees.
- Philip Tuazon – MARINA Administrator at the time of the founding of DMAP in 1989, and into the 1990s. He encouraged the growth of DMAP in order to help counter the power of the shipping lines block, then known as CISO, or the Conference of Inter-island Shipowners and Operators. DMAP’s successes in rate hearings in the MARINA court, from 1990 to the mid-1990s, was aided by an atmosphere of fairness encouraged by Tuazon.
- Vicente Gambito – A former executive of Sulpicio Lines (therefore from “the other side”). Tet offered and provided research work, ideas and action. His biggest contribution is the idea of RORO where he pushed the idea that RORO would be a cheaper mode of shipping. He is the true father of RORO in the Philippines. Believe me, it is not 2GO, who opposed the very idea in 2001 and onwards, until some success was achieved and they turned around and latched on to the idea
- Enrico Basilio – A young professor from the University of Asia and the Pacific. Henry’s contribution is in various research papers, organization and facilitation of meetings. His contribution continues to this day and is far from finished.
Other names that come to mind are Meneleo Carlos, Rep. Ed Zialcita, Rep. J. Montemayor. DMAP’s first lawyer at the 1990 rate hearing also comes to mind, although I cannot remember her name, except that her first name is Rory and that she worked at DTI then. I think her last name is Timbol.

Quantitative Approaches to Logistics Planning – Last Call
Last call for this five hour workshop on Forecasting and Distribution Network Planning, to be conducted at the Astoria Plaza. The schedule is on July 31 from 1:00 pm to 6:00 pm.
Target participants are
- Logistics staff, supply chain analysts
- Managers of logistics, manufacturing and other SCM functions
- Other supply chain and logistics staff, or staff in related and interface functions (finance, distribution planning, inventory management, transportation, customer service, etc.) who could be involved in a review of the company’s SC processes
The workshop will cover two tools that you might use to re-design your distribution network and improve your demand forecasts. Computer workshop topics will be:
- Forecasting Techniques – Basics of forecasting, types of forecasts, forecasting approaches, ‘recommended techniques’, estimating probable forecast error, steps in preparing a forecast, importance in logistics planning
- Warehouse Site Selection Using Optimization – Issues involved, cost items considered, relevant constraints and other factors, modeling the problem, using Excel to solve the problem, interpretation of model results
The speaker / workshop leader is Sam Cruz, an operations research expert and consultant. He is currently Sr. Manager, Supply Chain Solutions, at IDS Logistics, and formerly Operations Research Manager at San Miguel Corp.
